Bus Manager - Planned Routes: Bus Roster page

Adds a route details page for scheduled bus routes that displays student roster information for scheduled routes.

OneRoster Sync: AutoGenerate Locations if Never synced and only 1 location

This improvement automatically generates inactive locations for new clients to reduce support time used for location mapping once OneRoster connections are enabled.

Bus Manager - route details - add an indication of unplanned riders

Adds visual indication of unplanned drivers on route rosters.

City not coming through from normal barcode scanners

Fixes issue where certain barcode scanners weren't correctly parsing 2023 NY and VA identification cards; specifically the city.
